I've had a better read of it, and the documentation has assessed the risk of raw milk as being Category 3... medium to high, and thus recommendation that the current ban remain in place for raw milk. However, it seems the thrust of this paper is the ability to sell products, such as aged cheeses, and cheeses made with milk that has been pretreated (temp above 40c - ie pasteurised).
So, no real hope at this time for raw milk sales, (from my reading the paper puts it dead in the water due to community risk), but cheesemakers UNITE!
Also... this will be of interest to those who milk goats... they are looking at the current exemption on the sale of goats milk... it sounds like they are considering removing the exemption to make it illegal.
I think, regardless of how well you can interprete government speak, or how well you can write, I would still be putting in a submission. Once you go on their submittors list, you will be kept abreast of the outcome and other ongoing matters. Yes... it does ask for submissions to preferably be substantiated with verifiable statistics...
bugger that, write what you want, and don't worry about what their "preferences" are.
